All depends on where you live. There's that thing called "local laws". In Utah vaping was added to the state Clean Air Act in 2012. So basically the only places where it's legal to vape are where it's legal to smoke. (vape shops are the only exception)

Also, it does set off some smoke alarms on the boat I work on. We have particulate and heat alarms, the heat ones do not go off, but blow vapor at the particulate one and it goes off. It does it for hairspray too!

as long as there is a nitrogen/oxygen atmosphere available, you can vape anywhere.... would it be legal to do so?... that depends on who is in charge...
