You can get most of the flavor and nicotine absorbed in your mouth without inhaling. Get used to just getting it into your mouth and then start the inhaling bit a small bit at a time.

When I first started vaping, especially during the time I still smoked cigarettes I remember having the same issue. I wouldn't lower the nicotine level because you may be tempted to smoke if you do.

Nic salts make me cough. I would suggest trying regular e liquid. A lot of them only come in 6 mg but you can find juice with higher nic content. If you were a pack a day smoker maybe try 12 mg.

Two things; Vaping does not provide the multitude of chemicals known to anaesthetise the cilia located in your bronchial tubes (chemicals suppress the cough reflex).
