If the battery being damaged or put at risk at 3.2v compared to 3.9v, "No", the control board is pulling what available voltage charge the battery has, anymore over than what is needed, it is bucking the excess power away into the control board, if to little then if it has available a boosting circuit which pulls raw amps to convert to extra voltage.
