When I took out my batteries this morning to charge I noticed that a bit of the plastic covering in the middle of the batteries was a little peeled off/scratched off on both, are they safe to use? Do I get new ones or what do I do? Thanks in advance lads.

I would put a piece of cello tape on that and then try to figure out where/how the damage is occurring.

Those batteries are unsafe to use if the covering is scratched off. They can short out and go into thermal runaway (VERY bad). As Izan mentioned you can buy shrink wrap covers to re-wrap it. FastTech has some really cheap but it takes a long time to get them from China. I'd buy a few with ASAP shipping, then stock up from FastTech.

I use a nitecore i2 charger and a smok mag vape, is there a reason to use cello tape specifically? I usually see people tell others to use electrical tape but Im still unsure about what to do, do I wrap the tape around the the battery once in that spot or do I just covet it with a small bit of tape?

A rewrap may be ideal but some tape to cover it would probably be alright until you can get wraps and etc. I will say, that almost looks like something (if you had a magnetic and possibly metal cover) where it just got incidentally scratched as the cover came off, I had that happen once .
