36mg (3.6%) is way above the norm, and nicotine does produce throat hit. BUT, don't confuse throat hit with to hot or to harsh.

What flavors are they? I've discovered some juices are a more dry than others and hit the throat (and nose) hard. I have a root beer that's 12mg nic and 20 PG/80 VG. It's not one that I vape more than a few times consecutively. Makes my eyes water!
