Definitely sounds like the cotton is not wet enough. Be sure to check that it is not burnt. If so you will need to replace the cotton. COtton does not take dry burns like silica does.
Why is vaping toxic?
The reason it's toxic if it comes into contact with your skin is because there is a high content of pure nicotine in the liquid. It would take a lot of liquid to do you any real harm, but it's more of a "heads up, don't let your kids play in this stuff" sort of thing. The liquid contains large amounts of this pure nicotine, but when you're vaping it you only get a tiny amount of it with each hit. You aren't rubbing an entire bottle of liquid on your skin or drinking it all at once. You're taking it in slowly in the form of vapor.
Why does my cig take a harsh hit?
There are a lot of things that can cause a harsh hit, the most common of them being that the nic level of your juice is too high. I alsmost doubt that, though, since you said you smoke cigs too... keep in mind you need to change the coil (if its a tank) about every month-ish, (its cheap), and that you need to charge the battery well and change the cotton every so often in a dripper. make sure you're dripping well, too, or it'll taste burnt. What is the difference between VG and PG?
If it tastes 'off' to you, or like medicine, it's probably a liquid with a high PG content, and you don't like it. Get something with less PG, look for a 50PG/50VG content or even less PG. Perhaps you could simply use some diluted water and tone it down, but don't go overboard. PG is thin and easy to vape, VG is much thicker and occasionally you'll run into problems with starter kits not vaping well with high VG content. PG, however, is harsher on the throat than VG. VG feels like walking through a light mist on your throat where PG feels like a sandstorm sometimes. If you want to avoid the sandstorm entirely, you'll probably want a high end vaping setup.
Is nicotine a toxin?
NICOTINE is a dangerous toxin. Based upon the nicotine level, and the current quantity in your system, you can of course run the risk of personal harm. If you're a 2pack a day smoker, and you picked up some 24mg in 30mL solution, you probably won't have a problem if you immediately wash it off, assuming you don't have much in your system yet. You're going to get eliquid on yourself constantly, and in small amounts, it's not an issue. You just don't want a huge dose quickly.

If you want to quit, you need to drop the smokes and just suffer through those few days where you crave the habitual side smoking (the hand to mouth motion, holding the cigarette, etc). It's rough but so worth it. Tapering is less effective, but if that's more your style then go with whatever works best for you.
