Depends on what you mean by "rough". If you are using a tank system, it could be that the coil/wick/polyfil has dried out some. You may want to do a short pull on the tank without firing the unit to bring some eliquid into the wick/polyfil, etc.

Definitely sounds like the cotton is not wet enough. Be sure to check that it is not burnt. If so you will need to replace the cotton. COtton does not take dry burns like silica does.

The reason it's toxic if it comes into contact with your skin is because there is a high content of pure nicotine in the liquid. It would take a lot of liquid to do you any real harm, but it's more of a "heads up, don't let your kids play in this stuff" sort of thing. The liquid contains large amounts of this pure nicotine, but when you're vaping it you only get a tiny amount of it with each hit. You aren't rubbing an entire bottle of liquid on your skin or drinking it all at once. You're taking it in slowly in the form of vapor.

Perhaps you could simply use some diluted water and tone it down, but don't go overboard. PG is thin and easy to vape, VG is much thicker and occasionally you'll run into problems with starter kits not vaping well with high VG content. PG, however, is harsher on the throat than VG. VG feels like walking through a light mist on your throat where PG feels like a sandstorm sometimes. If you want to avoid the sandstorm entirely, you'll probably want a high end vaping setup.
