36mg (3.6%) is way above the norm, and nicotine does produce throat hit. BUT, don't confuse throat hit with to hot or to harsh.

What flavors are they? I've discovered some juices are a more dry than others and hit the throat (and nose) hard. I have a root beer that's 12mg nic and 20 PG/80 VG. It's not one that I vape more than a few times consecutively. Makes my eyes water!

If you decide to move to high VG juices like 20/80 or 30/70 you should wait even longer between puffs because VG is more syrupy so it needs more time to get absorbed by the cotton wick, and or you could decide to dilute the juice slightly with water, albeit using a higher VG juice generally also means less flavor and bigger clouds so to keep the flavor I wouldn't add too much water to that.
