That's an estimated power range that's the coils are supposed to perform at. Which sounds about right for that resistance; I fire single .6Ω coils at 25-30w, and dual coils reading .6Ω at 30-40w. Best to start at the lower end of the range, see how it works then slowly increase as necessary.

I just bought the Tarot Mini Kit and I'm using the .5ohm 316l coil rated at 25-35watts and I'm running it at 35watts. I've taken it as high as 45watts and it seems like it can't keep up with me chain vaping .

Just prime the coil well, then break it in. Start with low wattage and increase a few watts at a time until your sweet spot. It will likely be under the "recommended, rated" wattage or at the low end of it.
What happens if a box mod doesn't do voltage?
It will deliver unregulated battery power for the closest experience to a mech mod possible. If your box mod doesn't do any of these things, then you will need to calculate the maximum safe wattage.
