It is difficult to judge exactly how much nicotine a person will actually absorb from the liquid of an e-cig. As for a cigarette, although one could have 13mg-23mg of nicotine, total per cig, we would probably only end up absorbing a fraction of that..typically .8-2mg, give or take.
