For PWM vapes that means if you have 8V batteries running with 50%, how have an average of 4V, 75% would be an average of 6V. Here's how I understand it. A regulated device that uses PWM fires the coil alternating between 6v and 0v for varying lengths of microseconds to average out at whatever voltage you have it set to. The lower end devices, that uses the 33.3 chip, do this 33.3 times per second.
