Inspect the center pin of both the cartridge and the battery. Clean the contacts with cotton buds and if really dirty a very small amount of rubbing alcohol. Both pins where they connect must be free of debris for the atomizer to fire properly, perhaps it is gummed up.

I started having the same issue once I moved up to 80% thc cartridges. In lieu of a stronger battery, another thing to do is preheat the cartridge for a bit before inhaling.
Cannabis oil has high viscosity and the concentrate may become stiff. When cannabis oil is cold or settled to one side of the cartridge, it may fail to flow correctly.
