It might be stuck in. Just pull it a little bit or get a thin piece of metal/small screwdriver put it inbetween the cap and bottle and try ripping it up.

I had one like that a long time ago. Carefully used a nutcracker (squeezing gently) to remove it while pressing the cap down. I also ran hot water over the cap for about 20 secs to make the outer cap pliable BUT not long enuff to soften the inner "notched" cap.

I would just use some dikes or cutters and snip the childproof part off. There is another good lid under the childproof top lid. I tend to do this with most childproof lids, because the pizz me off and are more trouble than they are worth, plus I don't have any children around the house, and the cats just chew through them anyways.
