Even in general, I doubt a concensus would be made. Even not taking into account the juice delivery system, there's length of vape, heat of vape, and size of drop to consider. If someone put a gun to my head and said, answer this, in general how many vapes per drop? I would say 4.

for me 1 drop is about equal to one nice long puff. sometimes 1.5 or even 2, depending on how large of a draw i want. 1 drop per draw is usually what i take.

So far you got from 1 to 4 lol. There's just too many variables to get an agreed upon number. One reason I think my guess was higher is because I tend to take about 2 second draws, while others may be taking 4 or more seconds. Just something simple like that can double the amount of vapes per drop.
