These bottle caps consist of an outer and inner cap; the outer cap needs to be pushed down in order to lock with the inner cap, allowing you to unscrew both. To open a childproof e-liquid bottle, grip the bottle with one hand, then push the cap downwards and twist anticlockwise. It might take a bit more force than you'd think!

yeah u open the cap wrongly already.. base on ur description u pull the cap out by force together with the tip thats why ur liquid spill out.
