It might be stuck in. Just pull it a little bit or get a thin piece of metal/small screwdriver put it inbetween the cap and bottle and try ripping it up.

I had one like that a long time ago. Carefully used a nutcracker (squeezing gently) to remove it while pressing the cap down. I also ran hot water over the cap for about 20 secs to make the outer cap pliable BUT not long enuff to soften the inner "notched" cap.

I can be so thick some times. I hate childproof caps but never once thought about removing that portion of the cap. Been removing that part of disposable lighters for years.
Stuck Vape Tank : The Solutions
